on form I-140 there is a section where you indicate how you are going to proceed after I-140 is approved - trough AOS or consular processing. it seems you put consular processing so they sent it to DoS which is responsible for this option. If you are in the US and want to do AOS instead you can easily do that too, there are no restrictions to change from consular processing to AOS
