I-130 Mailing Address
I have a U.S. citizen friend living abroad who wants to file I-130 for her foreign spouse. What should she put as her mailing address if she does not have a U.S. address? Can she put an international mailing address at DHL for instance where she can receive mail in her country?

she should do counsellor processing

I don’t think she can do consular processing because you need to meet one of the 4 reasons, such as medical emergency or employment switch @helloworld world
