Hi! My case receipt date is 10/23/2013. At the time my receipt number started with a WAC. I just got an update that my case has been moved into the electronic system, and receipt number has been changed to a IOE one. Does that mean my case is now being actively worked? Is this a good or bad thing?

Ioe means it is electronically processing

It arrived to me the same way before the numbering started with WAC and now it says that it was sent to the ELIS system
