I-130 approved after 4 years
My sister applied for her husband in April, 2017. USCIS just sent us receipt letter, other than that nothing in 4 years. We tried everything we could. From Congressman to senator, Ombudsman’s office nothing has worked. Finally, in December 2020 we filled Writ of Mandamus through our lawyer. After 7 weeks today we received notification from USCIS that our case has been approved. If you’re in similar situation like us you can try Writ of Mandamus (Google about it before you go for it).

@juan yes, beneficiary is outside the USA. I would suggest you to contact with your congressman first, at least you’d know what’s going on in your case. I know how it feels. I wish you all the best.
