so since Consular next is the NVC..once you get the Welcome letter which is an email containing your case # and invoice ID you will use them to login to the CEAC website and pay the fees. 2 to.3 business days after paying the fees you will then upload I-864 along with supporting doucments, complete DS-260 and upload civil documents refer to the CEAC for required documents and make sure anything not English is translated
