Hello, I am is citizen. I am going to submit a petition for my parents, I have sibling who is under 21. so my question is while I’m filing for my parents, is there anyway my sibling can come together as ‘dependent’

yes, incase the petition is taking longer than expect and the siblings should reach 21 before the petition approve you can ask uscis to freeze their age

I do not think that is an option. You can petition for your brother, which will be in the F4 category, which has a wait of 13+ years (longer for people born in Mexico or the Philippines). Your parent can also petition for him as soon as they enters the US, and it will be in the F2A category as an unmarried under-21 child of a permanent resident, which has no a wait for visa numbers ( priority date is current). So, one of your parnet has to submit I-130 for your brother the moment that they enter the US ( I believe the immigrant visa on there passport is good, no need to wait for the green card to arrive in the mail since it takes 90 days). I am not a Lawyer but I believe this is how it works! Good luck!

if your siblings are below 18 then they will become a derivative applicant under the principal applicant which is your mother so once they're below 18 there's a way, if they're over 18 F4 is the way to go.
