the petitions filed in oct, November, December are getting approved as per the data..Are the petitions filed in September getting delayed because we filed them at the end of fiscal Year? I mean the fiscal year for uscis starts from oct - September.. Any idea?

My fiancé submitted it on December 22nd and it was missing a signature so it was resubmitted on January 16th to USCIS Texas, they confirmed receipt but then didn't update it anymore :(
