how to answer that question in the interview
Did you meet your spouse’s parents?
( my wife talked to my parents through a phone call because they live overseas) so should she say yes or no ?
( I only met my mother in law and she lives with us but didn’t meet her dad in person just through phone call) so should i say yes or no ?

You met that is the question. If details say in person then just explain. But don't say more than is required. Simple yes will do.
