sadly no.
the i-765 is based on pending i-485 and since your PD isn't current, i-485 can't be filed yet and thus, i-765 can't equally be filed.
It's a very upsetting policy, I wish the USCIS revised this so people can at least get working opportunity in advance of the i-485.

There is the option of filing I-765 based on compelling circumstances (c)(35), depending on your exact situation (I.e. if your employment got terminated and your grace period hasn’t expired). Do your due diligence or consult a knowledgeable lawyer, because there is a chance it might not be the best option for you.
