Hello, I applied my stem OPTon june 15th 2023. In my USCIS portal myprogess status tab in which there are three steps. In second step it is showing complete Biometrics. Any idea about this?

OPT does not usually require a biometric. But system does not know that. If you receive a notice form USCIS to appear for an biometric appointment, talk to your DSO in your school!
