i have read that you can walk in to any USCIS office along with all necessary documents that will support your request.

I have 2 emergency paroles st Field Office in New York City. I called Uscis number and told them medical emergency, they gave me an interview date within a few days, asked me to Come with a new filed 131 form, 2 passport photos, my receipt notices and proof of emergency. I got my AP issued within an hour valid for one year multiple entry.
