Do reach out to Congressmen/Senator and Create SR on USCIS. Some of these might work. Previously for EAD Congressmen/Senator surely worked for me. This time I am not sure if it helped but there is no harm in doing it.

I got rfe from Hialeah Florida so sent to same office
I contacted local senator and congressman on their website
