My wife received an email from the US embassy in amman jordan saying "We are escalating your case for final resolution" and to expect a follow-up email. What does this mean?

@May ‘22 I am not sure of the wait times. They did stop processing visa when the war started so they probably have backlogs. But I know they resumed some processing of visas in the past two or three weeks. On Visa Journey someone posted that they got there Visa on 10/31/2023 after administrative processing.
