Filing for a sibling
Can a US citizen file for their sibling while the sibling is in the US on a valid/unexpired visitor’s visa (not overstayed)? or must the sibling go back to the home country and wait there?

yes you can file for your sibling. but just like @Rocco Forté said it takes 15-20 years for the case which by then your sibling will not be legal. so to apply for a sibling it’s best to do consular and they can just wait for that long.

@M L work permit doesn’t give you status. the only people that are forgiven for an overstay are spouse, parents, and unmarried children (under age 21) of U.S. citizens. so if your sibling is in the US they will be out of status as at when they decide to look into the case and the case will be denied! and if your sibling is to leave the US after the 6 months that they at eligible to stay in the US they will be banned for 5-10 years for an overstay. to cut the long story short take @w s advise. thank you.

it's best your sibling get married, 15 to 20 years is a very long time.
