Filed for cap-exempt H1B in July and upgraded to premium processing in September
1. Is my H1B effected by recent hikes?
2. Will having an expired passport be a problem? I am still on STEM-OPT and couldn’t renew my passport because embassy doesn’t do renewals and also had complicated health related issues.

I did that too and my premium clock started on 25th Sep. I checked with attorney and he said no, petition date is consider at a original filing date.
