Can try to submit an inquiry via local Congress. Also you can sue USCIS for a delayed case on your own, you will get a decision within 60 days. Do youtube search to learn more about it, and to get assistance with it "Writ of Mandamus Pro Se"

You should definitely fill out a case inquiry. They take a few weeks to reply but they definitely owe you an answer. My I-130 F4 was filled in 2013 and about after a year they sent it to the Department of State for “visa processing”, it dosent show that for yours which is weird.https://egov.uscis.gov/e-request/displayONPTForm.do?sroPageType=onpt&entryPoint=init
