you can’t. you can only apply for a work permission when your date becomes current in the filling chart (this rule might change in the near future), it seems that your priority date is December/2020 so you still have to wait many years (maybe 3 or more) there are other options that you can try such as applying for a student visa, inter company transfer and others.

i saw your reply on my question. figured I'll reply here for you. your mom would've received a case number. based on that case number you can see the current status. the first Few Alphabets correlate to which center it is processed at. if the cases status is "Actively Reviewing", it means that USCIS knows that you petition, like mine, is arbitrarily being slowed down, as even if we had an appprved i130, it would not matter for us. as we still have to wait for our priority date to be "Current" my case Priority country is india for F1 Family. so it seems my Priority date is out I'm 2027 by some estimates and by 2036 by other estimates. uscis also has a "Processing Wait time" estimates, and they decide your "Date for Iquiry" based on when your i130 was submitted. Based on my Priority Date, my Iquiry Date to ask "What's the hold up on my i130" is Mid 2025. a lawyer also informed me, because I did not get a status showing request for evidence, it means my file is "internally" approved, but they will "act" like they need more time, because there is no need for me to be approved yet, due to Priority date for a green card visa not being imminently available in the next few months. hope this helps. check the link below to see your date for Iquiry. it will be between 2027 and 2036. because that's when both our visas will be available, despite us being processed are two different centers. yours being Cali and mine being Nebraska. https://egov.uscis.gov/processing-times/
