If my mom is a permanent resident, and I’m 18 years old with a visa, can I apply for adjustment of status, or do I have to go through the process in Ciudad Juárez?

no! have to process through juarez. your mom has to be a citizen to you to file AOS

Not true. You can apply for adjustment of status when your sponsor is a green card holder, but first you need to apply for I-130 while you are in the U.S. for more than 90 days since arrival. Then you need to wait for final action date for F2A to pass your I-130 priority date and then you are ready to file.

you can apply for adjustment after being in the US for 90 days and if the priority date is current (date for filing). current means, if you file I-130 on October 22, 2025, the "date for filing" has to be any time after October 22, 2025. If such date is October 23, 2025 you can adjust ONLY after completing 90 days.
