@kate g this is because, all F2A cases were current before April 2023, some even had interviews, but the cross over in April made the consulate kept their passports, and reset the priority date chronology that was present prior to all F2A becoming current around 2019-2020

@thnaks god it depends, some may need to resubmit previously submitted documents, others may need DNA, there are just multiple motives for this. There is a YouTube channel Immigrate with jim with more information

@Muhammad Uzair actually, it now Seems you have very similar situation to some that I know . some f2A have had interviews, but there is no visa number for their passports to be returned, n secondly their visa numbers will only be available when your case becomes current. For now , the visa bulletin is at 2020 for f2A
