you have to wait until bulletin visa is current or at least past your PD. As right now is Oct 2019 I believe.

Feb. 08. 2020 is current visa bulletin for f2a.

it's a long delay. Please people never lose hope. Fight for your rights. You can sue USCIS for delay on your own, if you cannot afford an attorney, my friend did it for his delayed case, and got papers within 45 days. Do youtube search to learn more about it "writ of mandamus pro se"
