That usually means the case was digitized/transferred or is being reviewed in the electronic system. It does not necessarily mean approval is near. For F1 family preference, even after petition approval, visa bulletin availability controls when the beneficiary can actually immigrate. Next steps could be approval, RFE, or continued waiting.
