I submitted 2 expedite request with uscis and it was denied without request for evidence. On march 20 I reached out to congressman and they submitted the documents on my behalf and it was approved on 28th. Medical was my reasoning for expedite. Also I would have to expedite the NVC stage and congressman will provide same paperwork. just waiting for welcome letter. Hopefully this helps.

same situation as you! 2 rejected expedites from uscis, accepted on medical once congressman did it.
