it seems impossible if it is Eb1 with country of chargeability India. the filling date itself is 2019. if and only if a visa number was allocated and the a last minute snag was holding it and that got resolved , it is possible but again it is not possible now because with new fiscal year the date has been 2017 Jan. I think candidate was able to make se earlier priority date or was able to use a different country of chargeability.

@SK SK pls note that I read that thes kind of things are by mistake and that same person should inform uscis about this. if they will reconcile in future then this might get cancelled about issuing gc when its not current

I know a friend who received GC for a PD of April 2023. As a matter of fact, I was the one who encouraged to file 140. She did Premium Processing and was approved in 6 days and GC followed for her, her husband and son just this October.

We are talking about India GC wait for EB1C, other countries are current so it’s obvious for them to get it sooner.
