i am a healtcare worker/scientist. just send in my PhD certificates and wrote a one page cover letter. I had job interviews and a ton of linkedin recruiter requests but no real job offer. i think it is important to write a compelling cover letter, add a bit of "proof" or references and go through your congressman. helped for me. 2 weeks from contacting congresswomen to ead in hand. good luck
