yes he will need to bring proof of address that can b eithe leasing with his name on it or a utility bill with his name on it, he will need to bring the 797 form I believe, the combo card and the money as well

Firt drug and alcohol class. Ssn Two different letters with your adress And your combo card Dr

and then if he passes the test he will get a letter with receipts then weeks after he will get the actual drivers learners card which he could use as a ID

yes. warning it may take a long time to receive it in the mail because the DMV will actually confirm with USCIS that the combo card is accurate! it took me about 6 weeks to receive my license In the mail but I had a temporary one that worked along with my passport or global entry card for ID if I needed a physical id.
