yes you can downgrade. For example if you have a real ID obtained by TPS status, your real ID is only valid for the period of authorized TPS which usually requires re-registration every 16 month. That means you got to be renewing your real ID every 16 months. Might as well get a regular ID which can be valid for 5nyears if your state allows it.
