Generally, if you have issues with BC, you need to provide as many other evidences as possible like documents (eg: school certificate, baptism) showing the name, parents name and place of birth along with Affidavits from parents or relatives, ideally from the country of birth. And a Notarized cover letter explaining what you are trying to do.
