Most European countries and some South America have the quickest process. Some Arab countries have the most delays. (I can be wrong)

I believe any export control country will fall into this category of more strict scrutiny which will lead delayed in the case. I will share a link for your info to look at

I believe so honestly. I have seen some European applications get approved real fast but no one knows for sure. you can only have a suspicion.
