CLARIFY WHAT USCIS SAID ON SECTION E OF THE VB.
QUOTE “ … Date advancements reflect an intention to keep visa issuance within quarterly limits in accordance with INA sections 201(a)(2) and 203(g), with potential date advancements throughout the fiscal year. However, actual date movements will be dependent on visa demand and issuance patterns throughout FY-2024.” WHAT TF DOES IT MEAN ? A: it doesn't necessarily mean that the Visa Bulletin changes every three months. The mention of "quarterly limits" in the context of INA sections 201(a)(2) and 203(g) means that visa issuances are managed and monitored on a quarterly basis to ensure they don't exceed the annual allocation. The Visa Bulletin can change monthly, but these changes are made with the aim of staying within the overall annual quota by monitoring progress every three months.

it sounds to me that they don't know about it. .whether it goes forwards or even it goes regression. but it seems there's no rules about it. but they take a look EB3 unskilled at the very last (or even very least)

Take for example eb3 skilled. 28.6% of 140k is 40k visa. This means that in order to ensure that it will not exceed the cap USCIS and NVC should only consider 10k visa to be issued every quarter.
