you needed to change when you get approved. in NVC stages. where you fill visa application in there I guess . but why are you changing country.. USCIS already have on files where you at now.. there might be some issues if you do..

cos i am obly working here in kuwait and i’m gonna return to the philippines. I’m afraid if i get approved they’re gonna schedule my interview in Kuwait. so where am I supposed to change that before getting approved?

you can’t changed your address coz it’s already filed .. I think you can change once your case goes to NVC where you fill out visa application.. you can choose where you wanna interview
