i had the exact same situation, yes do the i824 if you don’t they’re not gonna forward that application to NVC, i will suggest watch video on YouTube on how to properly do it so you don’t mess it up and waste more time. it takes 90 days to 6 months to get approved sometime more it depends on the case, but to forward the i130 to the NVC is 90 days and you can expedite as well too

the approve letter came from the national benefit center but at first was on Texas may be they transferred

it was 3 years of wait to get the approved for the I-130 and I got approve on November 2 my pd was may 29.2019
