I did my biometrics last Friday, and filed my paper two months ago. I'm waiting for my work permit to be issued. My question is, can I apply for SSN with the notification notice or I should wait?

if you will apply for ssn they might give you, however they will put stamp on it saying valid only with EAD(something like that). and if you will apply for work, you still need EAD.
but you can use your ssn in many documents such as bank account, driver license etc.,
every state is different.
I got my ssn in Louisiana, they asked my passport, marriage certificate, I-94
and noa for my AOS application

No, you cannot get SSN without EAD unless you have some other form of work visa like L2.
