Bulletin Retrogression
Hi Folks, My PD is in October 2023, I submitted my I-485 recently in July. I was current in July visa bulletin. I just checked August bulletin is retrogressed :( do I need to wait again to become current?

I've been looking into this question and haven't found a clear answer. Almost everyone say you need to wait, referring to the USCIS website, but to me, it seems that if you filed when your final action date (FAD) was current, there shouldn’t be any further delay if you don’t have any red flags. The retrogression happened because people with priority dates in August, September, and maybe October got a visa number this fiscal year.
So, If a visa number has already been assigned to you, you shouldn’t need to wait any longer, and you might get approved right away. That's why some people are getting approved even during retrogression. I’m still waiting to see if people with a priority date (PD) in September get approved this month, to be sure I understand this correctly.

a visa number gets assigned to you effectively when you get approved
USCIS cannot approve an application unless a visa number is available
unfortunately, you can not get an approval when your priority date isn’t current (with some edge case exceptions in consular processing)

@f b I’ve been looking for a reference that mentions visa numbers are only assigned during final approval, but I couldn’t find anything. It makes sense to me when someone files with the filing date current but the FAD is not. If many September cases are approved this month, they must have already been assigned visa numbers. But if only a very few September PD cases were approved, it seems more likely that visa numbers were assigned only at the final approval stage.

@Micky R I believe that only a Tier II agent through Emma or a phone call can provide that information, but I doubt they’ll share that with us.
