Did they mean photocopy of BC? Photo on a BC. Never heard that before. Can you post the exact words of RFE you got from USCIS? This is something new to me.

are you sure they don’t want but your birth certificate and a passport size photo? if not then you should sent a copy of your birth certificate with a letter explaining that that birth certificate are issued from your country without a photo

Never heard of a photo being attached to a Birth certificate. Also never heard of uscis asking for one.

neither me or my spouse (US citizen) ever had a birth certificate. He came to the US as a young child as a refugee from the Soviet Union never had a birth certificate and uscis excuses refugees from birth cert requirements. Myself I was adopted to Canada at a young age and only proof of where I was born was my Canadian landing papers. Our lawyer put this in our 485 as to why I had no birth certificate and uscis accepted the application and took 5 months for green card. If you just put down an explanation explaining, they will accept it. It’s not that big of a deal. It was probably a different officer on ur 1-130 then your 485. FYI, sometimes they ask for things you’ve already submitted. You resubmit and they’ll accept it
