but visa bulletin says just people of 2018 so there is chance for us pd December 2022?

yep. @thank god, my spouse is outside the US. I'm not sure how it works for later PDs such as December 2022. There's been a huge lag for 2019 and 2020 and they're catching up. But for those who submitted later, it might be different. You'd need to talk to an immigration lawyer to have better insights than mine.
