notice date on the receipt when I first send it was 3/30/21 notice date on the approval notice is 10/27/21

You should receive your welcome letter within 2 weeks. NVC is working on cases received on oct 20th, 2021. Keep checking your email and gather the documents you need to upload on your account (to save time) Congrats! π
