AOS is processed by USCIS not the State Department

ok. my husband applied for I-130 for his daughter who is in the USA and they approved it and he got a notice saying her case was sent to department of state.

Did she apply for i-485 with the I-130?

no, he is a green card holder

so he can only apply for i-485 after I-130 is approved.

I think it will be brought back to the USCIS after he applies for I-485
