I sent the second RFE response 40 days ago.USCIS said to wait 60 days until the case status is updated to show that they have received the response.It is possible that no visas are currently available, and that is why all the approvals are delayed. I’m sure that no officer is actually working on my case file.

The I-140 is about proving your employer and job meet the EB-1C standard, not about whether a green card slot is open right now. USCIS can and does approve I-140 petitions even if the Visa Bulletin shows your category/priority date as not current. so hopefully you see an update soon.

sorry I should have been more clear with my question. I wanted to ask about i485 not i140

There are no available visas yet. It will reset on October 1st 2025. No one will get approvals for now.

Is this valid for eb1c dependents cases which are waiting for green card. If i140 and i485 is already approved for principle this mean the dependents have already allocated i485 from previousquota. It means it should not be delayed due to new quota allocation right? what do you think

No it applies to total number of applicants. each dependent is a visa used out of annual quota as well. in ur case dependent visa might be pulled in from next pool.
