i think they were about to ask for the same thing and realized that and cancelled it
but if you received the rfe send what the ask anyway. one of my friends got denied like that

Look like they are playing games. You may need to sue, to get an answer within 60 days, as 1010 Days is WAY OUTSIDE any normal times! Do youtube search "writ of mandamus pro se" to learn and get some assistance.
