not sure Feb 28 2021 is the correct date here. That only seems to indicate that if you filed before that date you can open a case inquiry so USCIS checks what’s going on and probably prioritize it.

SRC here approved Dec. 1 sent to USCIS April 17.

I applied since September 10 but still no update for biometrics

SRC April 17 - mail to USCIS May 7 -received extension letter May 17 - reused biometrics Nov 30 - New Card is being produced
