The processing time for I-130 in California Center is about 68 months some other maybe 36 months. However, the current action date for F2B is Sep 2015. So, given that it will keep moving ( it has not in almost 6 months or so) it will take about 6 years until your brother can get immigrant visa and come to US and if he is already here in the US, he needs to maintaine his status during those 6 years. So, as long as it get approved during those 6 years, you should not be worry and off course if it outside of the normal processing time, you can submit a service request. All the best!
