Any ideas
I want help with this Due to Title 8, Code of Federal Regulations, Section 103.2, we are unable to give information to anyone other than the applicant/petitioner who filed the application/petition or to the Attorney/Representative listed on the Form G-28, Notice of Entry of Appearance as Attorney or Representative. U.S. Citizenship and Immigration Services (USCIS) records do not show a Form G-28 is on file for representation of the referenced application/petition. We can only accept a properly signed Form G-28 from the applicant/petitioner and attorney. USCIS will consider a photocopied, faxed, or scanned copy of the original handwritten, ink signature as valid for filing purposes. An original Form G-28 is needed for each pending application/petition on file.

basically, if you're not the applicant or the attorney on file, if you had one sign the G-28 form, USCIS can't give you information about the case you're inquiring about. that's what it means.

naba - that's why USCIS won't tell you anything. she has to make the enquiry herself or be present when you call USCIS, or the other option is a lawyer that represents her at USCIS makes the inquiry. other than. that, USCIS won't budge. though, if she moved to Germany, that may be an indication to USCIS that she forfeited her case unless she's married to a us citizen who moved there together, for instance. that's one example.
