Yes, multiple I-485 transfers over a long case history definitely happen, especially for 2022–2023 filers. That said, transfers can also unfortunately just mean the file is bouncing between offices without immediate adjudication. If the notice specifically says “new office has jurisdiction,” that does not necessarily mean interview yet. Sometimes NBC technically becomes the adjudicating office temporarily. Personally, after such a long wait, I would cautiously view any movement as at least better than complete silence. Honestly, a lot of long pending 2023 I-485 cases seem to be moving around internally right now.
