I personally have the feeling that Nebraska has essentially stopped the processing of regular niw petitions. I haven't seen an IOE no-pp niw decision in a while :/. hope to be wrong...

Nebraska is processing PP and 2024 blocks. The 2023 blocks are frozen in the “Active review” status. Many people have reported on forums that they send service requests and receive generic responses such as: we recognize that your case is out of time, we have a large volume of cases, please contact us again in 6 months. Recently USCIS began hiring 4,000 new resources who will possibly handle cases in the next 3 or 4 months. Good luck to everyone!

@Anto A It is not known for sure, it could be their internal metrics, if you take a look at the IOE of 2023, each block has already fulfilled 80% of the current 12 months, in theory those remaining 20% ​​have no time metric. With the non-premium 2024 cases they are surely trying to reach 50%... and of course meeting the PP times is a priority. Additionally, the last 2 years, October is always a month with high response times, in Nov, Dec and January processing times decrease due to staff readjustments or new goals.

@Camila suite but those blocks contain all the i140s spectrum, not only eb2 niw. each category has a different processing time (eg eb2 perm 8 months). so I'm not sure what blocks you are referring to. I agree there could be an internal metric they are following, and they are simply behind due to the 2023 applications tsunami. also, as you probably know, they stated that they are prioritizing i140s with a current or close to be current PD. if they are doing that, I think we will have to wait several more months
