if your pd is not current it’s not a probelm about travel document but if your i-485 is not pending or not apply yet then you can’t apply for travel document.. if you want to i-131 travel document you should have pending i-485 application form with uscis and your immigration court need to dismissed before apply travel document.. without i-485 application receipt notice uscis reject your i-131 travel document for sijs applicant..

also visa is not available for eb4 category sijs applicant!! so,now you can’t apply i-485 without pd.. uscis deny your application without visa..
