This message means USCIS is moving some older paper cases into their online system called ELIS (Electronic Immigration System). If your case was migrated, USCIS assigns it a new receipt number, usually starting with IOE. Your case is still active; this is only a system update, not a problem. You should check your case status. If it says “Case Migrated to ELIS,” look for a new IOE receipt number and use that number to track your case going forward. This does not mean your case is delayed or denied. It simply means USCIS is now handling it electronically.
