Can try to submit an inquiry via local Congress. Also you can sue USCIS for a delayed case on your own, you will get a decision within 60 days. Do youtube search to learn more about it, and to get assistance with it "Writ of Mandamus Pro Se"

@My Time is now To sue advice could be taken for future reference! Many people sued within normal times and got approvals. All depend on case, risks, and the damages that person is suffering right now waiting for a decision. You can sue even within "processing normally" - these processing times USCIS is making up as they want, they are not based on laws!
