They keep moving cases ahead of me for some reason. Went from 24th to 28th again.

I think it is related to the number of people who register in the app, if they filled before you the app accommodate them before you, the app database is just feeded with the people that log in their cases numbers

yes, USCIS picks the case based on their list . here in this app people are posting but jot everyone is registered here
