I-539 - COS - H4 TO F1 - Nebraska center
Hi, I am currently pursuing masters on H4. I had applied for I539-Change of status from H4 to F1 on August 12th 2020. It’s been more than a year but I am yet to have my case approved. I gave my biometrics on Feb 5th 2021. Anticipated completion of masters is Dec’2021. Now I have an offer and expected to join by Oct mid.
Is it a good option to get F1 stamped in India with only 4 months left for course completion? What are the chances of approval?
I applied for expedite processing request 2 weeks back stating that I have an offer and I am desperately in need of approval before Sep 20th 2021. But this request got declined by USCIS.
Anyone sailing in the same boat?

I’m in the same boat. I applied last year in July 2020 at Texas service center. Still haven’t heard back. A lot of people are getting approved in Mexico, but I’m unsure of OPT approval because SEVIS ID would change once you change your I20
Sam JSep 22, 2021
you still haven’t heard anything?
Anusha Sree GanesanSep 23, 2021
@Aastha sorry to hear that. I hope your case gets approved soon.
@Sam I am yet to have an update on my case. I have applied for another expedite request with USCIS and have sent a mail to congressman stating financial loss. I will update the progress.
Sam JSep 28, 2021
@Anusha: I guess now you can do a case inquiry too right ?
btw would you mind telling me how did you contact the congressman? I believe congressman’s office is sending the request to USCIS, correct ?
Anusha Sree GanesanSep 28, 2021
@sam https://youtu.be/CKGjFbP71hY. you will find this video helpful. I sent a letter stating the reasons for expediting along with the offer letter. You will also find a form to fill in the website of the Congressman.

hi Anusha,
I checked my status online.. it is not approved yet. do I need to call uscis?
Anusha Sree GanesanOct 2, 2021
It takes 3-7 working days to get reflected on USCIS account.
khushboo yadavOct 2, 2021

congratulations guys !! so the expedite req is working?? when we do it through congressman???
Anusha Sree GanesanOct 9, 2021
Mounika, I'm not sure of that part whether my case got approved because of congressman request. I applied for congressman expedite as well as expedite processing in USCIS at the same time . 2 days post that , I got an email stating that expedite request will not be processed since it's already approved . Anyway, it's free to apply for expedite requests. just make sure the letter is strong enough and to the point .

Has anyone got approved? I’m still waiting for F1, applied on 13 June 2020.
Sam JNov 5, 2021
nope no changes. still waiting.
Anusha Sree GanesanNov 5, 2021
did you guys try to expedite?
khushboo yadavNov 5, 2021
still waiting. tried everything.
Divya MattaJan 11, 2022
hey anusha can u tell what reasons you gave for the expidete request
Anusha Sree GanesanJan 12, 2022
Hi Divya , I provided the timeline of all the events like when I joined the master's , when I applied for change of status , explained a bit about everything . I am pasting the main points I specified in the letter ,
Given the above situation, it is very crucial for me to obtain the F-1 visa as soon as possible. If I cannot
expedite my petition, I would face the following hardships:
1. The investment I have made for my Master’s program until now would be a financial loss for me
as I could not gain the practical experience I intended for.
2. I would lose the job offer and the U.S firm would lose a perfect candidate for their openings.
I hope this is helpful
