I suggest the petitioner call uscis to ask for an info pass details about this case. seems outside of normal processing time to me.

there are 2 factors and reasons why it’s this long. firstly, the SC is carlifornia, which is almost the slowest and has the lengthiest processing time and secondly is the type of visa F1, for children over 21yrs. They probably are just treating your case right now, they are treating cases of same category for petitions submitted May27,2017. So hope and pray they answer you soonest.
